To be honest, this is as simple as de-silting a water bed mid summer and deepening the body. This way before monsoon, the bed dries and is ready to store water. Do this for every water body available in the region and u have water supply. Plan to connect them and flow towards a dam and u have a small scale water inflow system.

It needs support from government though villages can do it own their own also and arrange for irrigational water themselves

I know I’m gonna get downvoted for this but I’ve always thought that it would’ve been better if India was a union instead of a republic. Different states should be different countries and citizens of these countries should have different passports. But any citizen of these states can go anywhere and start a business or settle anywhere inside the Indian union. Something like European Union. This would’ve solved a lot of issues. Some states would’ve been a developed nation already and some will make it to the list of poorest nations in the world. States like UP and Bihar eats up a lot of tax money whereas as southern states pay a lot of taxes. I’ve visited Bihar for the first time 10 years ago and I visited Bihar again recently. Other than increase in population I barely saw any changes.

I have visited and stayed in all south India, but except KN, pretty much every other state is chill. Some extra skirmish is there in TN, but comparing KA and TN, TN fares better.
The only problem with the North is that it is only very prominent by political parties, not in everyday society, in here as far as I can tell.
I can't say that for KA nowadays 😕 seems like politics is sharply mixing within society as a whole. 
I don't know the current situation in TN, TG, and AP, but for KL, it has been pretty chill with the conflicts nowadays, only some parties bablimg.
BTW, I am someone with roots in both N and S India, so I am all for unity, but I don't know what side of bed both sides have woken up these last few years.
